Dr. Joaquin G. Martinez
Provost and Vice President of Academic and Student Affairs
Before joining CCBC, Dr. Martinez spent the last decade in significant leadership positions at Miami-Dade College in Florida. He earned his bachelor’s degree in Political Science and Modern Languages from Middlebury College in Vermont, his master’s degree in TESOL (Teaching English to Speakers of Other Languages) and Administration and Supervision at Nova Southeastern University in Florida, and his doctorate in Higher Education Leadership and Research Methodology at Florida Atlantic University. He is also a past fellow of the American Association of Community College's National Community College Hispanic Council program at California State University, Long Beach.
Responsible for: All credit instruction, including CCBC Schools, Extension Centers, Tutoring Centers, Developmental Education, Technical Preparation, Honors Programming, Curriculum and Assessment, Program Development and Review, Library, Learning Communities, Alternative Instructional Venues, Faculty Development
Melissa Hopp
Vice President of Administrative Services
Melissa Hopp has served as a community college senior executive for 35 years, joining the Community College of Baltimore County as vice president of Administrative Services in 2007. As the college’s chief financial officer, she is responsible for CCBC’s annual budget and leads college-wide support operations including information technology, facilities management, human resources, public safety, legal affairs, institutional research, auxiliary services, and campus operations. The Government Finance Officers Association has recognized the college for excellence in financial reporting throughout Hopp’s tenure. She holds a Bachelor of Arts in history and sociology from Grinnell College in Grinnell, Iowa and a master’s degree in Public Policy (MPP) from the University of Michigan in Ann Arbor.

Michael N. Netzer
Vice President of Enrollment and Outreach Initiatives
Michael Netzer has held numerous leadership positions at CCBC. Before joining CCBC, he was senior vice president and associate provost at American Public University System. Michael also held several positions at C&P Telephone and Bell Atlantic. He was a co-founder and president of PrimeNet, a network engineering and integration firm. He also served as regional operating officer of Integrated Electrical Services. Michael earned a Bachelor of Science in Management and Leadership and a Master of Science in Information and Telecommunications Systems from Johns Hopkins University. Michael provides overall leadership to the college's workforce training and continuing education functions. He also provides leadership to programming that contributes to the educational success of individuals, the workforce development needs of employers, and the service and enrichment needs of the community.
Responsibilities include: Admissions, Financial Aid, Registrar’s Office, Early College Access Programs, Veteran and Military Services, Online Learning, ABE/GED/ESL, and Continuing Education, which includes Workforce Development, Community Education, and Life Enrichment programming.
Kenneth Westary
Vice President of Institutional Advancement
Since 2008, Kenneth Westary has served as the vice president of Institutional Advancement and executive director of the CCBC Foundation, Inc. at Community College of Baltimore County. He is responsible for marketing and communications operations at CCBC, as well as resource development and fundraising programs for both public and private gifts and grants. Prior to CCBC, he held leadership roles in advancement at Johnson C. Smith University, Tuskegee University and Morgan State University. Westary is a native of Baltimore and earned his B.S. degree at Towson University and MBA at the University of Baltimore.
