Douglas B. Riley is a retired trial lawyer with a 42-year career representing individuals, businesses, and financial institutions in both state and federal courts and before administrative agencies. A Navy veteran, Doug was commissioned in 1978 and served on active duty from 1980 to 1983 in the Judge Advocate General’s Corps.
Doug was elected to the Baltimore County Council in 1990 and represented the Fourth District (Towson, Lutherville, Timonium, Loch Raven, Ruxton) from 1990 - 1998. He also served as Chair of the Baltimore County Council.
A cum laude graduate of Bowdoin College, Doug majored in Economics, Government and Legal Studies. His law degree was conferred cum laude by Tulane University School of Law.
Doug has a long history of service on civic and church boards, including the Baltimore County Public Schools Education Foundation, Towson Chamber of Commerce, Baltimore Area Council – Boy Scouts of America, and more.
Doug and his wife, Eileen Carr Riley, are the parents of three grown children and live in Towson.
