September 2011, the Community College of Baltimore County (CCBC) was awarded a five-year Title III Grant of approximately $2 million from the U. S. Department of Education’s Strengthening Institutions Program (SIP) and the Higher Education Act.


"The purpose of the Title III Strengthening Institutions Program is to provide grants to eligible institutions of higher education to improve their academic programs, institutional management, and fiscal stability in order to increase their self-sufficiency and strengthen their capacity to make a substantial contribution to the higher education resources of the Nation." (34 CFR 607.1).


The project, Advancing Student Success through Enhanced Response and Tracking (ASSERT), addresses CCBC's core institutional goal of increasing student engagement, persistence and graduation rates. With a vigorous curricular reform, enhanced student support and advising, and a robust interconnected system of student services, this project creates an integrated approach that breaks down the isolation and disconnectedness that contribute to students' attrition and failure.




Focus of ASSERT

Developmental Course Reform
Developmental Course Reform seeks to accelerate learning by shortening the developmental education pipeline and sustaining a student’s academic momentum. Pairing an upper-level developmental course with an entry-level collegiate course or marrying a combination of developmental courses, integrates contextualized learning fostering motivation and achievement.

Advising and Intervention
Advising and Intervention creates a comprehensive advising system to ensure students stay on track. An expanded assessment program helps students develop dynamic academic plans and clarify career goals. Focused advising supports decision-making for students’ short-term and long-term academic goals. The reframed advising model activates an early alert system while providing intervention and support services to guard against disengagement and failure.

Integrated Enrollment Services
Integrated Enrollment Services restructures enrollment and student support services into a one-stop arrangement on the campuses so that students – rather than processes – become the focal point. Trained cross-functional teams improve continuity of student services campus-wide thereby contributing to student success and increasing persistence.
